The implementation of China’s central bank digital currency (CBDC), the digital yuan, is experiencing notable growth, with an increasing number of Chinese individuals and businesses employing it for tax obligations and transactions. The Tax Bureau of Hunan Province and the Changsha Central branch of the People’s Bank of China (PBoC) have indicated a rise in the utilization of the digital yuan for payments to governmental entities, taxes, and state-owned banks.
Heightened Digital Yuan Utilization for Tax Obligations:
Between January and June 2023, residents and enterprises in Hunan Province successfully utilized the digital yuan to settle a total of $51.3 million in taxes, encompassing 794 transactions. The bulk of these transactions, totaling 754, were conducted via a CBDC tax payment platform managed by the Postal Savings Bank’s Hunan Branch.
Partnership with Postal Savings Bank:
The Postal Savings Bank, primarily owned by the state-operated China Post (69%), has been instrumental in the adoption of the digital yuan. It handled nearly 99.58% of the overall digital yuan tax payments in the province. The bank has worked closely with the PBoC in the creation and implementation of the digital yuan, even developing an “offline” digital yuan wallet solution.

The Postal Savings Bank’s Hunan Branch has enhanced the functionality of the digital yuan by allowing businesses and individuals to pay a wide array of state taxes using the CBDC. Furthermore, the bank provides digital yuan tax refund services, enabling tax offices to process reimbursements using the CBDC.
Encouraging Adoption and Improving User Experience:
The bank is dedicated to refining the digital yuan payment experience for its customers and actively endorsing the ongoing digital yuan pilot. This initiative aligns with the PBoC’s efforts to promote the broader application of the digital yuan throughout various sectors of the economy.

Changsha, one of the largest cities in Hunan Province, has experienced a rise in CBDC adoption. City officials reported that over 420,000 merchants are now accepting payments in the digital yuan. Additionally, the response to digital yuan promotional giveaways has been substantial, with usage rates for e-CNY promotional discount coupons surpassing 90%, and in certain areas, even reaching 99%.
As China continues to advance the adoption of its digital yuan, its applications are diversifying, and more citizens and businesses are engaging with the CBDC for a variety of financial activities, ranging from tax payments to everyday transactions.
