Vitalik Buterin Proposes Limiting AI Use Cases Rather Than Restricting Users

Ethereum co-founder Vitalik Buterin has endorsed the decision by Chinese company Moonshot AI, which developed the AI model Kimi 3.1, to exclude from its training data materials that could be used to organize complex cyberattacks.

According to Buterin, it is better to limit the use cases of AI models than to restrict the users themselves. This approach should give developers time to strengthen the systems they create, review legacy code, and perform formal verification of new code before they face mass destructive cyberattacks from AI.

“Discrimination based on the type of problem solved is a much lesser evil than discrimination of the users themselves. If we fail to properly handle the first large wave of AI-driven cyberattacks, a dystopia may emerge where AI models are strictly controlled,” the programmer-entrepreneur wrote on the social network X.

Buterin envisioned that under a negative scenario, AI users would have to undergo identity verification (KYC) “for anything.” In other words, they would come under close surveillance. Depending on the presence of certain privileges or citizenship, a person could become a “second, third, and even fourth-class citizen,” which would determine their ability to use AI.

Ethereum co-founder was challenged by mobile game developer Youssof Al Toukhi. Al Toukhi cited the recent attack on the Hugging Face platform using OpenAI’s ChatGPT. When Hugging Face specialists attempted to analyze the attackers’ actions using advanced AI models, the built-in security systems blocked their requests. As a result, researchers had to use the open-source model GLM 5.2. Al Toukhi described the situation as a “system of elitism” that will only worsen over time, adding that “intelligence should be democratized.”

In September, Buterin proposed using artificial intelligence to create more powerful defense tools. The creator of Ethereum is confident that AI should be used not only by hackers to find vulnerabilities and launch attacks.
