The introduction of the digital RUB has achieved another milestone following the announcement by Russian authorities and the Central Bank regarding the “successful trial” of the in “budgetary settlements.”

According to the Russian publication Vedomosti, the Central Bank, the Treasury, and the Ministry of Finance conducted tests of the digital ruble in budgetary transactions behind closed doors “at the end of 2024.”

Digital RUB: Rollout Approaches

The ministry has openly expressed its eagerness to initiate the provision of various welfare payments using the CBDC.

Reports indicate that the Central Bank aims to launch the coin by early July this year, despite resistance from the country’s commercial banking sector.

Finance Minister Anton Siluanov first discussed his ministry’s plans to evaluate the CBDC’s budgetary capabilities over a year ago.

The Central Bank has stated that its testing “is ongoing.” It did not disclose any specifics regarding the pilot’s “budgetary” transactions.

The Ministry of Finance has indicated that “so far” there are “no plans to make government payments to citizens” using the digital RUB.

Nonetheless, Siluanov has consistently highlighted the potential of the digital ruble to “ensure the targeted use of budgetary funds.”

July Launch for Russia’s CBDC?

Moscow officials have previously mentioned the coin’s potential in combating public sector corruption.

They also believe they could mark or “color-code” specific digital ruble welfare payments to ensure that citizens utilize government assistance appropriately.

This, they believe, could help eliminate benefit fraud.

Meanwhile, lawmaker Anatoly Aksakov, who heads the State Duma’s Committee on Financial Markets, has suggested that the Chuvash Republic (Chuvashia) could serve as a significant testing ground for “budgetary”-focused digital RUB initiatives.

Aksakov represents the Cheboksary constituency in the Chuvash Republic, located in central European Russia.

The lawmaker is also the principal architect of Russia’s legislation related to crypto, blockchain, and CBDCs.

The media outlet MK.ru reported that the Governor of the Chuvash Republic is also supporting the initiative.

Budgetary Settlements

The same media outlet noted that the republic was prepared to test a “new mechanism” aimed at “increasing the transparency of the distribution of budgetary funds and ensuring control over their targeted use.”

Russia has expedited the launch of the digital RUB as part of an apparent effort to reduce dependence on the dollar.

Testing of the digital ruble commenced in August 2023. The Central Bank has since announced that all “systemically important credit institutions” (the country’s largest banks) will begin CBDC transactions “from July 1, 2025.”

On December 4, 2024, Russian President Vladimir Putin expressed his own intentions to ensure that Moscow starts utilizing the digital ruble “in settlements within the federal budget” in 2025.

Residents Concerned About CBDC

The Central Bank has previously advised residents not to fear the digital RUB, despite several surveys indicating a notable reluctance among Russians to adopt a CBDC.

However, Putin, Moscow officials, and the Central Bank believe they will be able to use the coin for trade with BRICS nations and other partners without relying on the US dollar.

While the Finance Ministry thinks that Bitcoin () and altcoin payments will assist Russian trade companies in circumventing US, UK, and EU-led sanctions, the Central Bank has long pursued a digital RUB-based solution as an alternative.

The bank asserts that the digital RUB will become Russia’s “third” form of currency, following cash rubles and “non-cash fiat.”
