Cardano DReps Reject 12.29M ADA Treasury Request for IOG’s Pogun Bitcoin DeFi Product

In a significant governance move, Cardano’s Delegated Representatives (DReps) voted against a proposal to withdraw 12.29 million ADA from the community treasury to fund Input Output Global’s (IOG) Pogun DeFi product. The final Koios summary recorded that 35.67% of DRep voting power was in favor, while 64.33% voted against the measure.

While the ADA remains in the treasury, Cardano forfeits the revenue-sharing terms that IOG had attached to the deal. Following the vote, Charles Hoskinson announced that IOG would no longer automatically prioritize launching future products on Cardano.

Pogun is IOG’s initiative to bring Bitcoin into through a credit market, a yield product, and a BitVM-powered trust-minimized bridge. The rejected on-chain proposal requested 12.29 million ADA and tied repayment to quarterly earnings before interest, taxes, depreciation, and amortization (EBITDA), with calculations anchored to $2.95 million in EBITDA.

IOG’s April 2026 overview had promised to return 20% of Pogun earnings to the treasury until the initial funding was repaid, followed by a perpetual 5% return on Cardano-related products. However, the on-chain proposal that DReps actually voted on did not include an explicit exclusivity covenant.

Cardano governance requires sign-off from both the Constitutional Committee and DReps for a treasury action to pass. The committee cleared the Pogun proposal unanimously; the body elected directly by ADA holders did not, creating a notable split in the governance process.

The practical result is that Cardano retains its ADA but gives up the revenue share it was offered, a distinction that carries significant weight for the sustainability of Cardano’s treasury.

Input Output helped build Cardano and remains a major commercial contributor, which is precisely why this vote is significant. Pogun’s own framing argued that Cardano was the right execution environment for Bitcoin DeFi on technical grounds, rather than by default. ADA holders were not required to accept that argument on the terms presented, and a majority did not.

Hoskinson responded directly in a broadcast on September 18, 2026. He stated that IOG would now choose whichever network best serves each product instead of applying automatic priority to Cardano. He also noted that traffic from an unfunded product could route elsewhere and that another ecosystem could receive exclusivity in exchange for support.

He still described Cardano as the strongest technical fit for Bitcoin DeFi, particularly for connecting systems built on Bitcoin-like transaction outputs. This nuance separates the situation from a simple exit. What’s Next For Cardano After This News?

Hoskinson stated that Pogun would still arrive within 90 days of the broadcast, roughly by mid-December 2026, regardless of the vote’s outcome. IOG has not disclosed which chain will host the product, and the ecosystem that ultimately hosts Pogun could capture the revenue share Cardano just walked away from.
