Baroness Stowell of Beeston addressed a letter to the UK Secretary of State, expressing her dissatisfaction with the government’s inadequate initiatives to update copyright legislation in response to developments in generative AI and large language models (LLMs).

The letter also proposed discussions on the oversight of the UK’s market competition. It emphasized that market competition should be an “explicit” policy goal, incorporated into the formulation and assessment of new policies and standards, and subjected to comprehensive internal and external evaluations.
Baroness Stowell of Beeston’s public letter was a reaction to Michelle Donelan, the Secretary of State’s update regarding the government’s AI oversight and parliamentary recommendations on April 17, 2024.
It is worth noting that the UK House of Lords published a report on February 2 that focused on generative AI and large language models (LLMs). The report highlighted the government’s focus on high-stakes AI safety, which could impede international competitiveness.
The report also analyzed AI trajectories for LLMs over the next three years and outlined essential measures to ensure the UK can effectively address opportunities and risks in a timely manner.
In response to the report, Michelle Donelan remarked that the government’s AI oversight is stringent and revealed efforts to encourage AI adoption throughout the UK to enhance productivity across businesses of all sizes and sectors, thereby fostering further economic growth.
Increased Scrutiny of UK’s AI Market Competition
The UK’s Competition and Markets Authority (CMA) is currently examining the expanding influence of Big Tech within the UK’s AI market competition.
Concerns have been raised regarding potential market dominance stemming from the growing participation of companies such as Google, Amazon, Microsoft, Meta, and Apple.

A notable instance is the CMA’s inquiry into the collaboration between Amazon and AI developer Anthropic, where Amazon made a $4 billion investment.
This examination also encompasses other partnerships, such as Microsoft’s alliance with OpenAI, as the CMA aims to ensure fair competition and avert any adverse effects on the UK’s AI ecosystem.
