World Community, previously known as Worldcoin, has officially launched in the Philippines, representing another milestone in its global expansion amidst ongoing discussions regarding digital privacy and biometric data collection.
World ID is currently available in select cities in Bulacan, with plans for a nationwide rollout in the upcoming months. The initiative aims to combat online fraud, misinformation, and scams related to deepfakes by enabling users to verify their humanity through biometric scans.
According to World Community’s official announcement on February 17, the Philippines’ strong digital presence makes it an ideal location for the implementation of World ID.

The country ranks first worldwide in social media usage, with nearly all internet users engaging on Facebook and a significant portion of the population already incorporating AI into their work. World ID aims to protect Filipinos from AI-driven misinformation and cyber fraud.
However, the expansion has faced controversy. Worldcoin’s biometric verification process has drawn criticism, raising concerns about data privacy, ethical data collection, and potential regulatory breaches.
Despite assurances from World Community that user data remains securely stored on personal devices through zero-knowledge proofs and other privacy-preserving technologies, skepticism persists.
Regulatory scrutiny in various countries, including Kenya, France, Portugal, Spain, Hong Kong, Brazil, and South Korea, reflects global concerns regarding the company’s practices.
Addressing Misinformation and Deepfake Fraud in the Philippines
The launch of Worldcoin occurs as the Philippines faces a troubling increase in deepfake-related fraud and online misinformation.
According to Worldcoin, cases of identity fraud associated with deepfakes surged by 4,500% between 2022 and 2023, highlighting the urgency of improving digital verification methods.
World ID, utilizing biometric scans via the Orb device, is being promoted as a solution to these issues. Users can distinguish themselves from AI-generated accounts and fraudulent activities online by verifying their humanity through iris scans.
Additionally, Worldcoin has introduced Deep Face technology, employing Face Auth to identify and combat deepfakes.
Despite these proposed advantages, privacy advocates remain cautious about the implications of biometric data collection.
While World Community asserts that its verification system prioritizes anonymity and security, privacy watchdogs and legal experts have expressed concerns regarding the collection and processing of biometric information.
Critics contend that alternative verification methods, such as motion detection and voice recognition, could achieve similar outcomes without the risks associated with iris scanning.
Privacy Concerns and Regulatory Scrutiny
According to a report by BitPinas, the Philippines’ National Privacy Commission (NPC) has provided clarifications regarding Worldcoin’s adherence to local data privacy regulations.
NPC spokesperson Roren Marie Chin stated that the regulatory body does not outright endorse biometric data collection. However, it issues Certificates of Registration to organizations that comply with the Data Privacy Act of 2012.
Legal expert Atty. Enrique Dela Cruz has also contributed to the discussion, arguing that Worldcoin’s iris scanning process does not breach data privacy regulations. Participation is voluntary, and no personally identifiable information is retained.
He further noted that Tools for Humanity, the developer of the World App, is registered with the NPC, ensuring compliance with Philippine data protection laws.
Nonetheless, concerns remain about whether consent is genuinely voluntary when financial incentives are involved.
Legal analyst Niwre Fortin Garcia Talastas has questioned whether users fully comprehend the implications of sharing their biometric data, arguing that informed consent necessitates a clear understanding of data collection, processing, and potential risks.
Moreover, Talastas pointed out that biometric verification may not be the sole solution. Alternative verification methods exist that could reduce fraud without extensive data collection.
