Vietnam Introduces National Blockchain System for Data Validation
Vietnamese officials have unveiled a government blockchain platform that will act as the cornerstone of the nation’s digital infrastructure and is set to be incorporated into the National Data Center by the conclusion of 2025.
The country has officially introduced NDAChain, a national blockchain framework created by the National Data Association and overseen by the Data Innovation and Exploitation Center, which operates under the Ministry of Public Security. As stated in the press release, NDAChain aims to serve as a crucial verification layer within the national digital framework and will be utilized across government administration, healthcare, education, logistics, and financial systems.
NDAChain is a permissioned Layer 1 blockchain that functions on a Proof-of-Authority consensus mechanism, incorporating zero-knowledge proof (ZKP) technology. The network is backed by a consortium of 49 validator nodes, which includes government entities as well as local private enterprises. Notable participants include:
- SunGroup, a prominent developer and operator of tourism and entertainment infrastructure;
- Zalo, the leading messaging and internet platform in Vietnam;
- Masan, one of the largest conglomerates in Vietnam with interests in food production and retail;
- MISA, a developer of accounting and management software;
- Sovico, a multi-sector conglomerate with investments in energy, construction, banking, finance, and aviation;
- VNVC, the largest network of vaccination centers in Vietnam.
NDAChain can handle up to 3,600 transactions per second, featuring low latency and high scalability. Each validator node maintains a distributed ledger encompassing transactions, smart contracts, and identity verification modules that are integrated with national ID systems. Due to its open architecture and standardization, startups and technology firms will have the capability to create their own verification services, anti-counterfeiting solutions, digital notary services, and various industry-specific applications on NDAChain.
Two primary solutions are currently operational on NDAChain:
- NDA DID, a decentralized identity system enabling citizens to authenticate their identity through the NDAKey app for engaging in digital transactions, accessing online services, and signing contracts.
- NDATrace, a national framework for identifying and tracing product origins. Each product is assigned a unique identifier in accordance with GS1 standards, which is compatible with the European Blockchain Services Infrastructure (EBSI), allowing Vietnamese exporters to engage in global supply chains.
By the end of 2025, NDAChain is expected to be fully integrated into the National Data Center, with plans to extend its reach to regional authorities and universities by 2026. The subsequent phase will involve the development of Layer 2 protocols, workforce training, and the enhancement of international collaboration.
The introduction of NDAChain is in direct alignment with Vietnam’s ambitious objectives to foster local blockchain initiatives, as announced last October by Deputy Prime Minister Hồ Đức Phớc.
