A working group from the Verkhovna Rada, with assistance from the National Bank of Ukraine (NBU) and the International Monetary Fund (IMF), is in the process of finalizing a draft law concerning the legalization of cryptocurrency in Ukraine. Danylo Hetmantsev, Chair of the Verkhovna Rada’s Committee on Finance, Taxation and Customs Policy, indicated during the Prospects for Domestic Investment forum organized by Ekonomichna Pravda that the bill is anticipated to be approved in Q1 2025.

The main objective of the draft legislation is to regulate digital assets while maintaining fiscal oversight. The official stated that there will be no tax exemptions for cryptocurrency, and taxation will adhere to a securities model, with digital assets being taxed upon conversion into foreign currency.

On November 8, a bill governing the circulation of virtual assets in Ukraine was submitted to the Verkhovna Rada. The passage of this document will represent the final step in the country’s cryptocurrency legalization efforts.

In October 2024, Ukraine was ranked sixth in the global index, as reported by the analytical firm Chainalysis. The country had previously been a frontrunner in the speed of crypto adoption.
