Slovenia Set to Release Europe’s Initial Tokenized Bonds
Slovenia has become the inaugural EU nation to release digital bonds. These tokenized securities are issued and overseen through the BNP Paribas blockchain solution.
The Ministry of Finance of the Republic of Slovenia has launched its first digital bond. This bond carries a face value of €30 million ($32.5 million), a coupon rate of 3.65%, and is set to mature on November 25.
Slovenia’s digital bond was issued via the DLT platform Neobonds by BNP Paribas. It was settled on the blockchain network utilizing wholesale central bank money (CeBM) through the DL3S tokenization solution created by Banque de France (BDF).
Neobonds is a distributed ledger technology (DLT) solution crafted by BNP Paribas, utilizing the Daml smart contract language and operating on Digital Asset’s Canton enterprise blockchain.
BNP Paribas was among the pioneers to experiment with the Canton network following its launch in May 2023, aiming to establish a global interbank blockchain network.
The bond issuance by the Slovenian Ministry of Finance is part of the second phase of testing for the European Central Bank’s (ECB) DLT system. This initiative is part of the examination of wholesale transaction settlements using central bank digital currencies (CBDC), which commenced in June. Robinson Rouchié, Chief Investment Officer and Asset Management at BNP Paribas, noted that Slovenia’s digital bond issuance was the first within the Eurozone. Philippe Maillard, Chief Operating Officer of BNP Paribas CIB, highlighted that the transaction was made feasible due to BNP Paribas’ integrated and diversified asset management framework.
The issuance of digital bonds is gaining traction. Project Evergreen was initiated in Hong Kong to investigate the advantages of tokenization for bond transactions. The European Investment Bank (EIB) has issued tokenized green bonds. Both Israel and the Philippines have successfully launched digital government bonds, and Siemens Corporation has issued digital bonds on the Polygon blockchain.
