Nebraska Governor Declares State “Welcoming to Businesses” in Cryptocurrency Sector, Implements Crypto ATM Legislation

The State of Nebraska has declared itself “open for business” in the cryptocurrency sector, as stated by Governor Jim Pillen. In a post on X on Wednesday, he highlighted that Nebraska has been “working diligently” to establish itself as a leader in the crypto space.
“We want everyone to understand that we’re open for business – and that we’re doing it the right way,” the Governor expressed.

In an official statement from the Governor’s office, Nebraska Division of Banking Director Kelly Lammers indicated that the state is receptive to legitimate crypto enterprises. He further emphasized that a dedicated group will be established to monitor and prevent crypto fraud.
“We need to enhance transparency to ensure that those conducting legal business in the State of Nebraska are completely welcome,” Lammers stated.
Nebraska Governor Signs Bill to Safeguard Crypto ATMs
In addition to the state’s welcoming stance towards crypto businesses, Governor Pillen has enacted a new bill aimed at protecting consumers from crypto fraud.
Bill LB609, signed into law on Wednesday, introduces the “Controllable Digital Record Fraud Prevention Act” for a “safe and robust” crypto industry.
The new legislation seeks to shield state residents from deceptive cryptocurrency kiosks and ATMs, as noted in the release.
“A crucial part of these efforts is to ensure that we have safeguards in place to prevent criminals from exploiting Nebraskans,” Governor Pillen remarked.
In 2023, the FBI received 239 complaints from Nebraska residents regarding typical crypto thefts, resulting in losses totaling $14,552,697.
Furthermore, the use of cryptocurrency kiosks to carry out fraudulent activities against the US population has been on the rise, according to IC3 data.
“We look forward to continuing to lay the groundwork for a safe and robust crypto industry in our state,” the Governor added. “This is positive news for consumers.”
Individuals Lost $180M to Crypto ATM Fraud
Data from the US Federal Trade Commission (FTC) indicates that consumer losses due to crypto ATM fraud increased nearly tenfold between 2020 and 2023—from $12 million to $114 million.
The figure exceeded $65 million in the first half of 2024, the report highlighted.
Additionally, the FBI’s Internet Crime Complaint Center has received nearly 2,700 complaints regarding crypto ATM fraud from individuals aged 60 and above.
Several US Senators have intensified efforts to combat fraud and protect vulnerable senior citizens. For instance, last month, Illinois Senator Dick Durbin introduced a bill for stricter regulations on crypto ATMs.
“Crypto kiosk operators must ensure their machines are not being used to victimize vulnerable residents and launder money for illegal activities,” Senator Reed stated.
