Interpol Issues Red Notice for Hex Creator Regarding Tax Evasion and Assault Claims
Interpol has released a “Red Notice” for Richard Schueler, commonly referred to as Richard Heart, the creator of Hex, due to accusations of tax fraud and assault.
The notice, initiated by Finnish authorities, aims for Schueler’s temporary detention but does not serve as an international arrest warrant.
This Red Notice comes in the wake of a remand order issued for Schueler on September 13, as reported by Finnish public broadcaster Yle.
Detective Harri Saaristola from the Helsinki police highlighted inconsistencies between Schueler’s declared income and the Finnish tax agency’s assessments, which raises additional concerns regarding possible financial wrongdoing.
Schueler Also Listed on Europe’s Most Wanted List
Schueler has additionally been included on Europe’s list of most wanted fugitives.
As per the information provided there, he is accused of assaulting a 16-year-old victim by allegedly pulling their hair, dragging them into a stairwell, and knocking them down.
The accusations also encompass tax evasion occurring from June 2, 2020, to April 2, 2024.
In spite of these events, Schueler has continued to be active on social media, sharing remarks that indirectly reference the allegations.

Schueler Facing Lawsuit from SEC
Schueler is also involved in a distinct legal dispute with the U.S. Securities and Exchange Commission (SEC) concerning claims of unregistered cryptocurrency offerings.
The SEC alleges that he raised over $1 billion through the sale of Hex, PulseChain (PLS), and PulseX (PSLX), promoting the tokens as attractive investment options.
“Instead of utilizing these investor funds to develop and promote the PulseChain network, or even to honor Heart’s explicit assertion that invested funds supported ‘freedom of speech,’ Heart and PulseChain allocated at least $12.1 million of investor funds for Heart’s personal luxury expenditures,” the SEC claimed.
The lawsuit also focused on Heart’s oversight of the project, his statements regarding potential value increases, and the staking feature intended to incentivize token holders to lock their tokens in exchange for additional tokens.
The SEC referenced Heart’s prior statements asserting that Hex was designed to be “the highest appreciating asset” and noted the substantial drop in Hex’s price and the perceived lack of value of the tokens for the other two projects.
According to the federal agency, Heart purchased several luxury vehicles with investors’ funds, including a Ferrari and a McLaren sports car, along with numerous designer watches.
The alleged crypto scam artist further deceived investors and acquired the world’s largest black diamond, a 555-carat piece known as “The Enigma,” valued at over $4 million, from Sotheby’s in February 2022.
On August 22, Schueler attempted to dismiss the lawsuit, but the SEC responded, asserting its authority to pursue the case.
