Bolivia and El Salvador Partner in Digital Asset Industry
Banco Central de Bolivia and the National Commission of Digital Assets of El Salvador have formalized a cooperation agreement aimed at advancing the cryptocurrency asset market in Bolivia.
Banco Central de Bolivia (BCB) and El Salvador’s National Commission of Digital Assets (CNAD) have established a collaborative agreement that encompasses the sharing of information along with technical and regulatory advancements in the realm of digital assets. This document is intended to promote a secure and regulated cryptocurrency market in Bolivia.
The agreement encompasses the application of blockchain analytics technologies, risk assessment instruments, and the exchange of experiences in the development of regulatory frameworks. Under this arrangement, El Salvador will provide its knowledge in constructing the legal framework and enhancing the digital assets ecosystem, which both parties believe will enhance Bolivia’s appeal to investors.
As per data from BCB, following the enactment of Resolution R.D. №082/2024, which officially sanctioned virtual asset operations in the nation, the volume of cryptocurrency transactions surged from $46.5 million in June 2024 to $294 million in June 2025.
The agreement was executed by Juan Carlos Reyes García, President of CNAD, and Edwin Rojas Ulo, Acting President of BCB. The agreement becomes effective upon signing and will remain valid indefinitely. Ulo highlighted that the advancement of digital assets is regarded by Bolivia’s central bank as a means to modernize the financial system and enhance financial inclusion for the populace and small enterprises.
El Salvador recognized Bitcoin as legal tender in September 2021, positioning the country as a pioneer in the digital assets domain and a regional frontrunner in cryptocurrency regulation. However, in 2024, speculation arose regarding a potential shift in the country’s Bitcoin policy in exchange for an IMF loan, which ultimately was confirmed.
