A bill on fines for illegal cryptocurrency circulation has been submitted to the State Duma0

On the evening of April 1, the Russian government submitted amendments to the Administrative Offenses Code (CoAP) to the State Duma, which introduce penalties for violations related to the circulation of digital currency. The document has been registered on the parliamentary portal.

The bill adds a new article 15.29.1 to the CoAP. According to the amendments, liability arises if an organization engaged in digital currency exchange conducts a transaction with an individual who does not have the status of a professional investor without undergoing mandatory testing.

For officials, fines range from 30,000 to 50,000 rubles, while for legal entities, the fines are set between 700,000 and 1 million rubles.

Similar penalties are proposed for crypto exchanges that engage in transactions with unqualified investors exceeding the established limit. The specific limit is not mentioned in the bill; however, the Ministry of Finance previously indicated a benchmark of 300,000 rubles per year per individual through a single intermediary.

If adopted, the bill will come into effect on July 1, 2027. This document is related to the foundational bill “On Digital Currency and Digital Rights,” which was also submitted to the State Duma on April 1. It establishes requirements for the infrastructure necessary for cryptocurrency operations in Russia.

Additionally, the State Duma is considering a separate government bill regarding criminal liability for illegal mining and the activities of mining infrastructure operators without registration.
