California authorizes blockchain-enabled digital wallet for government services.

The Santa Cruz County in northern California is among the most recent jurisdictions to embrace and implement blockchain-based solutions at the governmental level.

During a meeting of the Board of Supervisors for Santa Cruz County on April 25, the members reached a unanimous decision to proceed with the implementation of digital wallets for government services and official documentation.

As per the final agreement from the meeting, the white-label digital wallet, developed by HUMBL, will initiate a three-phase pilot program beginning in July 2023. Beta testers during this pilot phase will include mobile users aiming to access government services such as bicycle registration and RV parking registration.

Additional potential pilot initiatives may include the registration of park facilities, tracking volunteer hours, distributing building permits over the counter, and pet licensing.

Zach Friend, a Supervisor for Santa Cruz County involved in the initiative, stated:

“We believe the value of digitizing paper documents, records, and services is an important step forward for the convenience of Santa Cruz County residents and improving equity and access for our community.”

After a successful pilot, the county intends to present a formal report and a rollout strategy by no later than September 2023.

The digital wallet initiative began to take form in April 2022 when the Santa Cruz Board of Supervisors initiated a partnership with HUMBL to establish the digital wallet technology infrastructure necessary for launching a pilot program.

While local officials are advancing the plans for a digital wallet, an open discussion forum on the county’s website has highlighted concerns from residents.

According to official documents, during the pilot phase, local officials will evaluate whether users trust the underlying technology and comprehend what is occurring “under the hood.”
