A new legislative proposal regarding the regulation of the cryptocurrency market will be submitted to the State Duma of Russia next week, as stated by Alexey Yakovlev, head of the financial policy department at the Ministry of Finance.

The official, speaking at the Crypto Summit event in Moscow, mentioned that the authorities are “prepared to proceed cautiously” and that in amending the legislation, it is important to “preserve the already established infrastructure and consider the interests of its participants.”

The Bank of Russia anticipates that the draft law will be reviewed during the spring session of the State Duma and adopted before the summer begins. 

“By the end of the year, it may be possible to conduct the first transactions in a legal framework. Accordingly, the Bank of Russia is prepared to issue all necessary regulatory acts in the second half of the year, following the enactment of the law, so that participants can rely on them, ensuring complete transparency and clarity in all respects,” assured Ekaterina Lozgacheva, director of the strategic development department of the financial market at the Central Bank.

According to her, a “relatively simple licensing procedure” is planned for crypto exchanges — the requirements will pertain to compliance with anti-money laundering and counter-terrorism financing regulations. For organizations that manage wallets, rights to cryptocurrencies and digital assets, as well as transactions involving their transfer, the official promised a separate type of license. The need for a distinct special permit, Lozgacheva explained, is due to the specific nature of such organizations’ activities, including cybersecurity and information protection requirements.

The Central Bank and the Ministry of Finance agreed on the draft law concerning the oversight of the cryptocurrency market back in February. At the end of March, the document was approved by the governmental commission on legislative activity. According to the proposal, transactions involving digital currency will only be permitted for licensed participants — exchanges, brokers, and exchange services. 

Previously, the Ministry of Finance suggested adding an article to the Administrative Code that would impose fines of up to 1 million rubles on crypto exchanges for violations of the legislation governing the circulation of digital currency.
