The State Duma Committee on the Financial Market proposed to adopt in the first reading a bill according to which the Russian Ministry of Finance would be transferred the powers to control mining, previously assigned to the Federal Tax Service (FTS).
The text of the bill provides that control over compliance with the requirements for persons mining cryptocurrency, the activities of mining pools and mining infrastructure operators will be carried out by the Federal Tax Service, but in the manner established by the Ministry of Finance. Thus, the Ministry of Finance is vested with the authority to determine the procedure for such supervision.
“The adoption and implementation of the draft provisions will make it possible to more effectively carry out control (supervisory) activities by the relevant authorized government body in the field of circulation of digital currency, including its mining, taking into account the dynamism and relevance of the development of legal relations arising in this area,” the State Duma committee says in its conclusion.
The bill was introduced to the State Duma in July 2025 by LDPR deputy Andrei Lugovoi. Consideration of the draft in the first reading is due to take place on January 20. The conclusion of the Committee on the Financial Market emphasizes that the government, the Bank of Russia, as well as the Federation Council Committee on the Budget and Financial Markets have already supported the legislative initiative.
Earlier, the head of the State Duma Committee on Energy, Nikolai Shulginov, was going to introduce bills to the State Duma that would increase fines for violating mining requirements and establish criminal liability for the theft of electricity during the mining of digital assets.
