Deputies of the Russian State Duma Anatoly Aksakov, Nikolay Shulginov, Vasily Piskarev and Sergey Pakhomov introduced a bill on fines for mining.

The fine for illegal mining, according to the bill, will be for individuals from 100,000 to 150,000 rubles, for officials – from 300 to 800,000 rubles, and for legal entities – from one to two million rubles. For a repeated violation, a fine of 1-1.5 million rubles, 3-5 million will be imposed, respectively. rubles, 5–10 million rubles.

For mining in excess of the maximum energy consumption limit established by the government or mining without being included in the register of legal miners, a fine of 100 to 150,000 rubles should be imposed on individuals. For repeated violation – from 1 million to 1.5 million rubles. For officials – from 200,000 to 300,000 rubles, repeatedly – 2-2.5 million. Legal entities are asked to pay from 400,000 to 500,000 rubles, in case of repeated violation –  3-5 million rubles. 

Mining infrastructure operators who provide access to entrepreneurs and legal entities not included in the register of miners face a fine of up to 500,000 rubles. For repeated violation – up to 5 million rubles.

Chairman of the State Duma Committee on Energy, co-author of the bill Nikolai Shulginov said that the document needs to be considered promptly. According to the people’s representative, current laws allow Russians, under the guise of everyday activities, to engage in mining, bringing in tens of millions of rubles. Low tariffs for electricity allow mining, threatening the safety and reliability of the power system, creating a power shortage, increasing the load on the power grid and accelerating their wear and tear, the deputy assured.

According to the head of the State Duma Committee on the Financial Market, Anatoly Aksakov, after the bill came into force, the Russian mining market was formally divided into legal and illegal, and the illegal market was additionally divided into “gray” and “black.” Illegal mining annually causes damage to the Russian economy amounting to more than 10 billion rubles and up to 9 billion rubles in lost taxes, Aksakov announced.

Previously, the Russian Ministry of Justice proposed punish illegal mining with a fine of up to 1.5 million rubles or two years of forced labor. If you receive large income from the mining of cryptocurrencies or as part of an organized group, you will be subject to imprisonment for up to five years.
