On Friday, January 16, President of Belarus Alexander Lukashenko signed a decree on crypto banks. The activities of such organizations will be regulated according to special rules.
According to the document, a cryptobank is a joint-stock company that, on the one hand, will be able to work with digital tokens, and on the other, conduct classic banking and payment transactions. To start working in Belarus, an organization must undergo a two-stage verification. Firstly, she needs to obtain the status of a resident of the Hi-Tech Park. Secondly, the legal entity must be included in the special register of cryptobanks of the National Bank of Belarus.
Cryptobanks, the decree says, are required to comply with the legislation that applies to non-bank financial institutions. Crypto bankers will have to comply with all decisions of the supervisory board of the Hi-Tech Park. The authorities call this model double regulation.
Cryptocurrency in Belarus, as in Russia, is not recognized as legal tender, but several crypto exchanges have been legalized in the republic. “High Technology Park” (HTP) is a special economic zone, a special tax and legal regime, where organizations that have the right to work with cryptocurrencies are registered. All local crypto exchanges, exchangers, ICO organizers and other market participants must be HTP residents. If there is no registration, the exchange is declared illegal.
At the end of 2025, the National Bank of Belarus approached the countries of the Eurasian Economic Union (EAEU) with a proposal to develop a common approach to control cryptocurrencies. Russia was cited as an argument, where investments in crypto are severely limited.
