New restrictions on cryptocurrency mining will be implemented if the authorities of any region request such action from the Russian government, stated Andrey Maximov, the director of the Department of Energy Development at the Ministry of Energy.

According to the official, the agency does not preemptively create plans to ban mining in specific regions or municipalities but is guided by information from governors regarding electrical capacity shortages. Currently, the ministry has not received any new requests from governors to limit cryptocurrency mining. Therefore, there are no plans for new restrictions at this time, Maximov assured.  

As of January 1, 2025, a ban on mining is in effect in several regions of the country, including Dagestan, Ingushetia, Kabardino-Balkaria, Karachay-Cherkessia, North Ossetia, and Chechnya. Formally, these restrictions are set to be lifted on March 15, 2031; however, the government retains the authority to shorten or extend this period at its discretion.

By a decree from the federal government dated April 7, 2025, a ban on cryptocurrency mining has been introduced in the southern part of the Irkutsk region. Starting April 1 of this year, a complete ban on mining will be enforced in the Republic of Buryatia and the Transbaikal Territory. Previously, seasonal restrictions on mining were in place from January 1 to March 15, justified by the need to reduce the load on the electrical system during the heating season.  

The government is preparing to submit amendments to the State Duma regarding penalties for illegal mining. Those found mining cryptocurrency without being registered in the state registries of miners and infrastructure operators may face fines and imprisonment for up to five years.
