The Central Bank of Russia has approved revised regulations regarding access to the digital ruble for both entrepreneurs and individuals, clarifying the process for opening accounts.

According to the regulator’s requirements, individuals and sole proprietors (SP) must provide the bank with their taxpayer identification number (TIN) and the insurance number of their individual personal account (SNILS) prior to opening a digital ruble account.

Additionally, registration in the Unified Identification and Authentication System (ESIA) is mandatory. To complete the account opening process, personal presence at an authorized organization is required to obtain a key for a simple electronic signature.

The Central Bank of Russia has also specified the purpose of digital ruble accounts for individuals. Such accounts may be utilized for transactions not related to entrepreneurial activities as a sole proprietor or for conducting private practice.

Digital accounts are also available to self-employed citizens who are not registered as sole proprietors and do not engage in private practice. They can use these accounts for transactions related to activities for which they pay tax on professional income.

The document expands the list of individuals eligible to use this type of account for business and professional purposes. It includes sole proprietors, notaries, lawyers, mediators, arbitration managers, appraisers, patent attorneys, and other individuals engaged in private practice. They may utilize digital ruble accounts for transactions associated with their professional or business activities.

Other types of digital ruble accounts, including those for banks (excluding foreign ones) and legal entities, remain unchanged. The existing regulation stating that branches of credit organizations cannot open digital ruble accounts has also been reaffirmed.

Previously, Alla Bakina, the director of the National Payment System Department of the Central Bank of Russia, stated that the digital ruble could account for up to 5% of the volume of cashless payments over the next seven years.
