The daily turnover of digital assets among Russians reaches 50 billion rubles, which translates to over 10 trillion rubles annually, stated Vladimir Chistyukhin, the first deputy chairman of the Bank of Russia. The specific types of assets were not detailed by the official.

Chistyukhin clarified that the 50 billion rubles does not include funds that Russians hold as savings in digital wallets. He believes that “millions of rubles” have already accumulated in crypto wallets. Furthermore, he indicated that the volumes of the cryptocurrency market are expected to increase, thus highlighting the urgency of addressing regulatory matters as soon as possible.  

The Bank of Russia, in collaboration with the government, aims to pass a new law regulating the through the State Duma and the Federation Council by July, as stated by the deputy chairman of the Central Bank.    

“We, along with the government, would very much like the law to be adopted during the spring session. This would provide a transitional period for market participants to obtain the necessary licenses and develop relevant internal documents to commence operations,” Chistyukhin explained at the Alfa Talk conference.

The regulatory framework for the crypto market, presented by the central bank at the end of 2025, mandates that all cryptocurrency transactions be conducted through the existing Russian financial infrastructure, including exchanges and brokerage firms. Separate requirements are planned for crypto exchanges, distinct from those applicable to banks, exchanges, and brokers. The Central Bank proposes to allow investments in cryptocurrencies not only for professional investors but for everyone, albeit with a cap on the investment amount. The fully regulated cryptocurrency infrastructure is intended to be launched by July 1, 2027.    

Recently, the Russian government approved the concept of asset tokenization, particularly concerning shares and property rights.
