As of March 15, cryptocurrency mining has been reauthorized in Buryatia and the Zabaykalsky Krai, as reported by RIA Novosti, referencing regulatory documents.
According to a decree from the Russian government, the mining ban that was in effect from November 15, 2025, to March 15, 2026, applied to a significant portion of the Republic of Buryatia. The restrictions affected the capital Ulan-Ude and 18 districts (Bichursky, Dzhidinsky, Eravninsky, Zaigraevsky, Zakamensky, Ivolginsky, Kabansky, Kizhikinsky, Kyakhtinsky, Mukhorshibirsky, Okinsky, Pribaikalsky, Selenginsky, Tarbagatay, Tunka, and Khorinsky).
In Zabaykalsky Krai, the ban was enforced in Chita, the closed administrative-territorial formation of Gorny, the village of Aginskoye, as well as in 14 municipal districts and 14 regions (Aginsky, Akshinsky, Alexandrov-Zavodsky, Baleysky, Borzinsky, Gazimuro-Zavodsky, Dul’durginsky, Zabaykalsky, Kalar, Kalgan, Karymsky, Krasnokamensky, Krasnochikoysky, Kyrynsky, Mogoytuy, Mogocha, Nerchinsky, Nerchinsk-Zavodsky, Olovyanninsky, Ononsky, Petrovsk-Zabaykalsky, Priargunsky, Sretensky, Tungiro-Olekminsky, Tungokochensky, Uletovsky, Khiloksky, Chernyshevsky, Chita, and Shelopugin).
The federal government cites the risk of electricity shortages during the autumn-winter period as the reason for the restrictions, noting that the load on the energy system significantly increases during this time. As of January 1, 2025, a complete ban on mining is in effect across several regions, including Dagestan, Ingushetia, Chechnya, North Ossetia, Kabardino-Balkaria, and Karachay-Cherkessia.
Unlike the North Caucasian republics, Buryatia and Zabaykalsky Krai currently implement a seasonal ban model: mining is restricted only from autumn to spring. According to the existing documents, these prohibitive measures are set to remain in place annually until 2031.
The issue of a complete mining ban in Buryatia and Zabaykalsky Krai was discussed in June during a government commission meeting on energy development, but a decision was postponed at that time. In October, Nikolai Shulginov, the chairman of the State Duma Committee on Energy, pledged to support ongoing restrictions on cryptocurrency mining in southern Siberia.
Previously, the State Duma Committee on Energy recommended the adoption of a bill establishing administrative penalties for illegal mining.
