The Texas Public Utility Commission (PUC) plans to require mining companies and data centers to report their water usage in the spring.

Miners are being asked to complete a questionnaire detailing the amount of water they consume and how it is utilized, as well as to provide information regarding cooling methods and energy sources. Commission representatives stated that the agency is developing the questionnaire in collaboration with the Texas Water Development Board. Companies will have six weeks to submit the required information to regulators.

Last year, data centers in Texas consumed approximately 25 billion gallons of water, according to Margaret Cook, vice president of water supply at the Houston Advanced Research Center (HARC).

Dan Diorio, vice president of the Data Center Coalition, noted that in 2025, data centers used significantly less water compared to agriculture, energy, food production, and semiconductor manufacturing. Diorio emphasized that miners are focused on employing air cooling systems, closed-loop water recirculation, and dry cooling technology. Companies within the DCC are experimenting with AI-based cooling solutions to minimize water consumption, the vice president stated.

Previously, Texas Senator Ted Cruz proposed making Texas a hub for mining and cryptocurrency development. Last year, Texas Governor Greg Abbott signed legislation to establish a local strategic reserve for Bitcoin.
