The Chairperson of the Bank of Russia, Elvira Nabiullina, stated that in order to combat fraudsters in the country, it is essential to “introduce accountability for transactions outside the officially regulated segment.”

The proposal for legislative changes has already been formulated by the Bank of Russia and sent to the government for discussion, the head of the Central Bank assured. The official did not disclose further details of the proposal. 

However, she mentioned that the lack of regulation is currently being exploited by fraudsters who launder stolen funds through sellers of digital assets. Russians who sell cryptocurrency have frequently found themselves on the Central Bank’s list of fraudsters and are facing account blockages.  

“People sell cryptocurrency and receive in exchange money that was stolen by fraudsters from honest individuals. Essentially, these cryptocurrency sellers become unwitting participants in a fraudulent scheme,” Nabiullina stated at the “Cybersecurity in Finance” forum.

Recently, senior analyst at the exchange aggregator Bestchange, Nikita Zuborev, suggested that Roskomnadzor will begin blocking foreign cryptocurrency exchanges and exchangers as early as summer. This will occur after a new package of laws regulating the is adopted. Currently, the bills have not been submitted to parliament, but the Central Bank has repeatedly indicated that legal transactions with digital currencies will only be possible through registered cryptocurrency exchanges in Russia.  

In Uzbekistan, there are legal consequences, including criminal liability, for operations on foreign cryptocurrency exchanges. At the end of January, a crypto investor was arrested in the republic for trading on Binance. He faces up to five years in prison.
