Legislation Proposed for Criminal Penalties and Fines for Russian Miners, 2026/03/31 23:35:05

The State Duma has begun reviewing a legislative proposal concerning criminal liability for illegal mining and unauthorized operation of mining infrastructure. This document was submitted by the Russian government.
The proposal consists of amendments to the Criminal Code. It suggests the addition of Article 171.6, which stipulates that offenders may face fines of up to 1.5 million rubles or an amount equivalent to their earnings over the past two years, as well as mandatory labor for up to 20 days or imprisonment for a term of up to two years.
Penalties will apply if a Russian citizen organized cryptocurrency mining or provided services to miners without being registered in the appropriate state registry.
Should the offender cause “particularly significant damage” or earn an exceptionally high income of at least 13 million rubles, the amendments propose fines of up to 2.5 million rubles or an amount equivalent to their earnings over three years, along with five years of compulsory labor or actual imprisonment for up to five years. In addition to the prison term, a fine of up to 400,000 rubles or an amount equivalent to their earnings over six months may be imposed.
In all instances, the offender faces confiscation of all illegally mined cryptocurrency, in addition to fines or imprisonment. According to the text of the legislative proposal, the amendments to the Criminal Code of the Russian Federation will take effect ten days after being signed by the president.
