ECB Questions the Decentralization of the DeFi Sector, 2026/03/30 13:01:14

The European Central Bank (ECB) has released a report highlighting the significant concentration of governance within the decentralized finance (DeFi) sector. According to the regulator, this concentration simplifies the identification of market participants that are subject to oversight.
The document indicates that governance in the largest DeFi protocols is held by a limited number of participants. In the ecosystems of Aave, MakerDAO (Sky), Ampleforth, and Uniswap, a small group of token holders controls over 80% of governance tokens, effectively granting them authority over critical decisions.
The ECB pointed out several factors that complicate transparency and regulation in the sector. Notably, a substantial portion of tokens is tied to the protocols or trading platforms themselves, making it challenging to identify the ultimate beneficiaries.
Additionally, delegates with uncertain status play a significant role in voting, which makes it difficult to establish accountability for the decisions made.
The regulator also noted that traditional oversight methods—through developers or infrastructural intermediaries—prove to be less effective under these circumstances.
The ECB questioned the assertion regarding the gradual decentralization of DeFi. Despite the industry’s growth, the largest protocols maintain a high concentration of assets and authority among a limited number of participants.
