The Minister of Energy for the Moscow region, Sergey Voropanov, has proposed a ban on cryptocurrency mining in Moscow and the surrounding areas. This initiative was presented by the official at the “EnergoProm-2026” forum in Kazan.
Voropanov indicated that the willingness to take drastic measures stems from a desire to alleviate the load on the energy system and assured that “in other regions,” this action “has been effective.”
“According to our estimates, approximately 1 GW, half of which is in Moscow and the Moscow region, is occupied by mining, which does not yield any positive benefits for the economy of the Moscow region,” the regional minister stated.
In addition to the mining ban, Voropanov suggested creating a master plan for the placement of data centers (DCs) with capacities exceeding 10 MW, as well as prohibiting their direct connection to generation facilities. Currently, there are 65 DCs operating in the Russian capital region with a total capacity of 734 MW. By 2032, this capacity could increase to 3.6 GW, which would represent about 17% of the maximum load on the energy system. The growth in the number of data centers intensifies the strain on the energy network, which, according to Voropanov, necessitates proactive measures.
The Russian government has fully prohibited cryptocurrency mining in certain regions, including Dagestan, North Ossetia, Ingushetia, Chechnya, Kabardino-Balkaria, and Karachay-Cherkessia, effective January 1, 2025. In some municipalities of Zabaykalsky Krai and Buryatia, as well as in the southern part of Irkutsk Oblast, there was previously a seasonal restriction from November 15 to March 15. However, this restriction has now been replaced with a year-round ban in all three regions.
Earlier, the State Duma Committee on Energy proposed introducing administrative fines for mining in data centers (DCs) that are included in a special register maintained by the Ministry of Digital Development.
