In the Republic of Karakalpakstan, Uzbekistan, authorities are establishing a dedicated economic zone known as Besqala Mining Valley. This initiative was ordered by the President of Uzbekistan, Shavkat Mirziyoyev.
Within this zone, miners will benefit from tax exemptions—this incentive is expected to remain in effect until January 1, 2035. Residents of the zone will be promised access to a unified energy system that utilizes renewable energy sources and electricity generated from hydrogen power plants in Karakalpakstan.
The government permits the sale and exchange of crypto assets mined in this special zone through both Uzbek crypto exchanges and international platforms.
The National Agency for Prospective Projects plans to issue mining licenses. To obtain resident status and permission for cryptocurrency mining in the special zone, legal entities must submit an application to the Besqala Mining Valley administration.
In Uzbekistan, transactions involving crypto assets are only allowed through state-licensed providers, with mandatory client verification, while trading on p2p platforms is legally prohibited. Digital assets cannot be utilized as a means of payment.
The republic also enforces strict regulations for the registration of mining companies. Cryptocurrency mining is permitted only for legal entities and preferably using renewable electricity. While it is possible to use electricity from Uzbekistan’s unified energy system, a twofold increase in the tariff rate would apply in such cases.
Licensing regulations have been in place since 2023, but the first mining license in Uzbekistan was only granted at the end of February this year.
