A member of the Commission of the Public Chamber of Russia for the examination of legislative proposals, Evgeny Masharov, has suggested a complete ban on cryptocurrency mining for individuals, allowing only state-controlled industrial mining to remain legal.

Masharov clarified his proposal by stating that illegal cryptocurrency mining persists in Russia, “despite existing restrictions,” and he believes that the primary activity is conducted by individuals.

The representative of the Public Chamber spoke at a meeting titled “Measures to Combat Illegal Mining to Enhance the Country’s Energy Security.” According to Masharov, the Public Chamber is discussing the idea of classifying mining as a “professional activity conducted solely by authorized organizations.”

“It is essential to promote industrial mining while minimizing individual mining. Therefore, it is crucial to consider a ban on mining by individuals, even within the allowed limits, to introduce specific requirements and revise tariffs for industrial mining companies,” stated the commission member.

Currently, in Russia, individuals are permitted to mine without registering in a special tax registry only within the electricity consumption limit of 6000 kWh per person. Masharov views the establishment of a public-private partnership between miners and energy providers as an ideal solution.

“At present, there is a practice of seasonally starting and stopping industrial mining. However, we understand that mining should not operate seasonally—it must function year-round. It is important to consider that operators who officially become authorized organizations will be required to develop not only infrastructure, including social infrastructure, but also energy security systems in the regions where they operate,” explained the Public Chamber representative.

The commission member reminded that the Federal Assembly is currently reviewing amendments to the Code of Administrative Offenses, which propose stricter penalties for illegal mining.

Previously, the chairman of the State Duma Committee on Energy, Nikolai Shulginov, stated that the total damage caused to the economy by illegal miners is estimated at nearly 20 billion rubles annually.
